Dr Mohamad Rosman is a highly experienced, senior consultant ophthalmologist. He was the Head of the Refractive Surgery Department at the Singapore National Eye Centre from 2014 until he started private practice in 2023. He was a Clinical Associate Professor at the Duke-NUS Graduate School of Medicine and he has performed over 20,000 cataract, LASIK and other eye surgeries throughout his career. In addition to managing general eye conditions, he specializes in refractive surgery (LASIK, SMILE, PRK/LASEK/transPRK and ICL), cataract surgeries with advanced intraocular lenses and presbyopia treatment.

Dr Rosman won an SAF Local Study Award (Medicine) in 1992, completed his medical training in 1997 at the National University of Singapore and was the Valedictorian for his graduating class. After obtaining his Fellowship of the Royal College of Surgeons (Edinburgh) and Fellowship of the Academy of Medicine in Ophthalmology in 2007, Dr Rosman subsequently went on to complete 2 advanced Fellowship Programmes on Refractive Surgery at the Singapore National Eye Centre and at the VISSUM Eye Institute in Spain.

Dr Rosman started his ophthalmology career at the Singapore National Eye Centre in 1999. He held multiple important positions at the Singapore National Eye Centre.
He was a senior consultant ophthalmologist, Head of the Refractive Surgery Department for over 9 years and was in charge of the Laser Vision Centre at the Singapore National Eye Centre. He was also a senior consultant in the Cataract Surgery Department. Dr Rosman was also the Head of the Optometry department for several years. He was the Clinical Director of the Private Patient Service, Chairman for the Medical Devices Committee and a core faculty for ophthalmology resident training. As the Chairman for the Medical Devices Committee, he led the committee to evaluate and assess the effectiveness and safety of new and advanced lenses and equipment for cataract and refractive surgery. He was among the first to use several new intraocular lenses, cataract and refractive surgery devices in the region.

He was a Clinical Associate Professor for the Duke-NUS Graduate School of Medicine and a Clinical Senior Lecturer at the NUS-YLL School of Medicine. Dr Rosman is actively involved in education for pre-university, university and post-grad students. He was the key cataract surgery and refractive surgery trainer at the Singapore National Eye Centre for many years. He has trained many eye doctors to perform LASIK, SMILE, ICL, PRK, cataract and femtosecond cataract surgeries. He was also in charge of and was involved in many skills transfer courses for refractive and cataract surgery both locally and internationally. He still teaches junior doctors at the Singapore National Eye Centre as a visiting consultant.

Dr Rosman is a regular invited speaker at local, regional and international conferences and symposiums. He has given over 100 talks throughout his career. He has also written numerous book chapters and papers on various Ophthalmology topics in peer review journals. He has also given many public talks and has been featured in many English, Malay and Chinese media (see link).

Dr Rosman also holds several national appointments. The more prominent appointments include being a member in the National Medical Ethics Committee from 2013 to 2016. He is a member and treasurer of the College of Ophthalmologists Academy of Medicine since 2017. He is a subject matter expert for refractive surgery for the Singapore Medical Council since 2014 and was the Chairman for the Refractive Surgery Subspeciality Work group from 2016 to 2022. Dr Rosman was also a member of several international associations including the European Society of Cataract and Refractive Surgeons, The American Society of Cataract and Refractive Surgeons, the Asia Pacific Association of Cataract and Refractive Surgeons and the American Academy of Ophthalmology.

Dr Rosman has also participated in several humanitarian missions in regional countries like Indonesia, Cambodia and Myanmar where he conducted clinics and performed surgeries. During his time in the SAF, he participated in United Nations Peacekeeping mission, was medical mission commander for the SAF medical team in Banda Acer during the aftermath of the 2004 Tsunami and was also the SAF medical team commander for the 2009 Padang Earthquake mission. He was heavily involved during the SARS crisis and the recent Covid crisis whereby he was in charge of the Singhealth medical teams in several foreign workers
dormitories at the height of the crisis.

Dr Rosman has received several awards for his contribution to Ophthalmology. These include the Distinguished Service Award by the Asia Pacific Association of Ophthalmologists, the Achievement Award by the Asia Pacific Association of Ophthalmologists and the Singhealth 20 year Long Service Award. He has also received several Silver and Gold Singhealth Service awards for excellent service to patients and numerous accolades from his patients. He has also received both SAF and public service medals for his non-Ophthalmology contributions to the country. Of note, he has been awarded 2 National Day Awards- the Public Administration Medal (Bronze) and the Commendation Medal (Military).

Dr Rosman also had a distinguished SAF career. He was instrumental in formulating the Refractive Surgery policies for SAF servicemen. His last appointment was the Deputy Chief Army Medical Officer and currently holds the rank of a Senior Leftenant Colonel. He is currently still active as an SAF Volunteer despite completing his NS obligations.

Dr Rosman is able to converse fluently in English, Mandarin (having studied Mandarin as a second language), Malay and Bahasa Indonesia. He also studied German and Spanish for a period of time.
